For essential software that costs under 600€/year/person, 25Friday will incorporate the licensing costs, however, for more expensive and specific software an explicit permission from the client might be required as these will need to be billed. Naturally, for expensive software a case must be made as to why it is necessary and if other suitable and potentially less expensive (even free?) alternatives exist.
